The City of Owatonna Engineering Department recently transitioned to an online system, OpenGov, for Grading Permits.

If you experience difficulties or have a suggestion for improvements, please call our office, 507-444-4350, and we will work with you to complete the permit application and will note any improvement suggestions. 

Some helpful tips when applying for a Grading Permit: 

  • Make sure to add any guests to the record that you feel should be included in the permitting and review process. (Engineer, project owner, inspector, etc.…)
  • If an error is made when completing an application and is realized afterwards, please comment the corrections on the record and staff will make the adjustment.
