2024 Construction Projects 

Street Maintenance (Crack Sealing & Seal Coating)

Crack Sealing is scheduled to take place from Wednesday, July 24 to July 26. Sealcoating is anticipated to begin Tuesday, July 30, and is expected to take two to three days to complete.

No Parking signs will be in place and should be observed to facilitate construction. Vehicles parked on the street when work will take place may be towed at the owner's expense. 

There will not be detours in place, however, while the crack sealing crew is working the City advises drivers to find an alternate route, if possible, as there have been instances when the crack sealant has stuck onto tires. Vehicles may drive over the sealcoat once the aggregate has been placed & rolled. 

Please slow down and remain attentive when near the project area. Dates are subject to change due to weather or other factors. 

Approximately 5 miles are planned for crack sealing and seal coating in 2024.

Cedar Avenue North Mill & Overlay

A section of North Cedar Avenue requires repairs beyond crack sealing and routine pothole filling. Due to the deteriorating condition, .9 miles of North Cedar Avenue from the bridge south of 11th Avenue to the 26th Street Roundabout are planned to be overlaid. Several manholes and catch basins will need work performed on them prior to the paving portion of the project. 

Beginning July 30 a detour will be set up re-directing traffic to use 26th St NW, State Avenue NW, Hoffman Dr NW & North St SW as the City’s contractor for repairing and replacing structures takes place. The following week, street milling will begin followed by paving. Please follow the detour when signage is in place.

2024 Overlay Project

4 street segments are planned to be overlayed this construction season. 

• Rolling Green Drive SE - from Van Buren Avenue SE to Minnesota Avenue
• Van Buren Avenue SE - from Havana Road to South Street
• Phelps Street - from Harriet Avenue SE to Hillcrest Avenue SE 
• Paris Place

Beginning Monday July 22, the City of Owatonna Street Department will begin paving on Rolling Green Drive SE, Van Buren Avenue SE, Phelps Street & Paris Place. We ask that residents keep all parked vehicles off the street and please use an alternate route for travel when crews are present. Your cooperation is appreciated. Dates are subject to change due to weather and other factors.

Owatonna Public Utilities Gas Conversion Detour

Rose Street East - Elm Ave North to Grove Avenue

Rose Street from Elm Ave North and Grove Avenue North will be closed for work related to the Owatonna Public Utilities Gas Conversion Project. Please follow the posted detour and use caution when nearing the work area. The exact closure dates are subject to weather and may change.

2024 Street & Utility

McKinley Street SW, Anderson Place SW

Major street and utility projects involving varying degrees of reconstruction to street sections, water main and service replacement, sanitary sewer and service connections, several storm sewer structures and pipe construction, and several sections of curb and gutter are planned for 2024. 

The project is currently expected to begin August 12.
