Parking Control
It is the responsibility of the Owatonna Police Department to enforce parking regulations in the City of Owatonna that have been approved by the City Council. These violations can range from: short/long term parking, 48 hours, parking in yellow zone, obstructing driveway access, winter parking ordinance (odd/even winter parking restrictions), school zone parking, downtown 2-6 a.m. parking and other enforceable offenses.
Fine Payments
Payment on parking violations must be made within 10 days. Late fee will be assessed as follows:
- If paid after 10 days and within 30 days: $10 penalty
- If paid after 30 days: $30 penalty
For your convenience, parking tickets may be paid the following ways.
Online
As an enhanced service, payments for parking or ordinance violations may be made online with a transaction card through a payment vendor, AllPaid—this option is available 24/7. A processing service fee is applied to all transaction card payments.
Pay My Parking Fine
In Person
You may pay your fine at the Law Enforcement Center at the Parking Control Office. You may pay with cash, check, money order or transaction card (a processing service fee is applied to all transaction card payments). Checks should be made out to the Owatonna Police Department. For your convenience a courtesy box is available through the first doors of the Law Enforcement Center and payments may be placed in this courtesy box. The courtesy box is available at all times.

We strive to maintain a vibrant downtown with parking that is user friendly, especially for customers.
Parking Strategy
We work to maximize the use of all existing parking spaces for downtown customers, businesses, and residents. To accomplish this strategy, parking restrictions encourage long-term parking on the fringes of downtown so that short-term parking may be available at the core of downtown.
Most of the long-term parking spaces (20 to 24 hours) are located on the fringe of downtown so that all employees working downtown and residents that live downtown would use these spaces. Most of the short-term parking spaces (2 to 4 hours) are located more towards the center of downtown so that they are convenient for the shoppers and customers of downtown business.
Downtown Short-Term Parking Enforcement
Short-term parking downtown is enforced Monday through Friday 9 a.m. until 5 p.m. Short-term parking is not enforced on weekends or holidays. Parking Ticket Information is listed to provide customers with information and assistance with the City of Owatonna Parking Control process.
Use the new Owatonna Winter Parking Map WebApp to see where to park for the winter parking restrictions in Owatonna that runs November 15 – March 31. A green line indicates the side that is even.
A red line indicates the side that is odd.
A black line indicates this area is exempt from the winter parking ordinance due to restrictions.
A yellow line will appear during 12:01 a.m. and 12:00 p.m. (noon) to indicate the side of the street you should park on if the area is not restricted.
