Important Information Regarding Permits
- Grading permits are required by the City of Owatonna Stormwater Ordinance Chapter 52.
- All grading permit applications and documentation submittals are required to be completed electronically via The City of Owatonna Permit Portal (Paper applications are not accepted).
- All subsequent permit coordination including but not limited to inspections, payments, and permit specific communication should be done through the permit portal.
- Note: Please add all responsible parties to the permit application.
- The City of Owatonna requires a minimum of 3 business days to review permit applications.
- Note: Incomplete submissions will not be reviewed until all documentation has been submitted.

- Note: The City will review all grading plans to ensure that there is proper site drainage, and that appropriate erosion and sediment controls are in place to prevent pollutants from leaving the construction site.
- Various types of inspections are required throughout the construction process, depending on the permit type. At a minimum, all projects require an initial site inspection to verify that the necessary stormwater pollution prevention best management practices are in place and a final inspection to verify that proper site stabilization has been achieved and that construction is fully complete.

Projects are required to submit an as-built drawing prior to permit close out and issuance of the Certificate of Occupancy.
